| There should be justification for this claim that the services provided from the development service charges overlap with services from the council. For example, street lighting for larger developments where there is external communal area lighting, public/private space maintenance, on site litter collection, the more efficient refuge collection allowed for by shared bins. A simple example. It takes just 3 stops by a bin lorry to empty the waste from 200 properties in one development - which would compare to at least 2 streets of house by house bin loading (two hours work?). And yet the council charges for a 2 bed flat are the same as those of some 4 bed houses. Seems wrong to me. |
