The problem with your entirely rational logic Jennifer is that unfortunately, as with most members of the public, you don't understand how the planning system works - I don't mean that as a criticism, but as a statement of fact. It's very difficult now to refuse a planning application on the basis that the infrastructure needs to be in place first. The reason being that as I have explained before, nowadays when planning permission is granted for developments the developer has to pay what is known as Community Infrastructure Levy, which is non-negotiable and typically works out at £235 per square metre for new residential floorspace in this part of the Borough. The rationale being that the monies brought in by that levy will then be spent on infrastructure improvements. Whether that happens or not remains to be seen (the CIL regime has only been in force for the last few years so it's way too early to say) but a Council would be on very dangerous grounds if it refused an application on the basis of what you suggest. That's why I do often get exasperated at the public when they are so 'nasty' towards both Council officers and developers, talking about how people should get sacked and such like, I understand entirely why they think it but the truth is that you really don't know or understand the parameters developers and Council planners have to work within. |
