Do you mean freeholders? IE the Council.

As the residents that purchased their flats are lease holders and they maybe in for a large bill for the refub of the outside of the flat, adding cladding to outside of the building, replacing windows, boilers, asbestos removal and closing in the balcony's.

I really hope they dont end up with large bills or they are given time to pay.
