Just going back to Phil's comments, I've never personally seen/experienced Officers or Councillors negotiating with a client about the exact content of S106 contributions at a committee meeting, although it isn't unusual for Councillors to ask applicants/agents during a committee meeting why they won't pay a particular contribution or are offering less than the Council's Planning Obligations Strategy would usually require. Furthermore, I have many times myself been involved in negotiations regarding such contributions at meetings with Officers during the determination of applications, and that is entirely 'normal', especially in the current financial climate. |
