I agree entirely. In the absence of an independent body, you may remember the Hounslow councillor's job description that was signed off by full council (in 2006/7?) with little or no consultation with councilllors. I think there may also be job descriptions for the lead members in Hounslow, but these are probably functional rather than skills based? My view remains that the job description (I think developed by London Councils) outlines a full time job, which is why I advocate a reduction in the number of councillors - perhaps to two member wards? I.e. a smaller number of better supported councillors. It might also help lower the average age of councillors. There is also an interesting debate to be had as to whether term limits are needed at local and national level. Andrew |
