The thing with our fly tip was we actually had a label with a name and address on it, plus the land it was dumped on comes under the housing department who arranged to take the junk away. I contacted Enforcement myself, interestingly they at first tried to tell me that our fly-tip had then been taken and dumped into a private car park on Twickenham Rd.! I knew this was inconceivable that a council dept. goes around fly-tipping and said so, it seemed obvious to me that the culprits had dumped two lots of rubbish, and hey-ho! yes, there was another box with a label on it in the other tip. Enforcement then approached the named person - who then admitted just getting someone's name from the internet to get rid of his junk, and not checking for a waste carriers licence. This was obviously a slam dunk, but it concerned two council departments rather then a contractor. But it does seem that HH are victims of their own success, and should wherever possible look for some evidence they might be able to pass on to enforcement, at the moment people realise how good they are and use it as just another service, instead of taking responsibility for their own rubbish, leaving others, in effect, to pay for their laziness. |
