G4S at the Olympics, a prime example of failure being rewarded, they may have been pilloried in the media but what financial penalties were there? In the Private sector, if you are awarded a contract and fail to carry it out you don't get paid and, in some cases, if there are additional costs as a result of your failure you have to take responsibility for them. When does this happen in the Public Sector? Are there penalty clauses built into the contracts and, if so, are they ever enforced? If the contractors know they can get away with not doing things properly then they probably won't put anywhere near 100% in. |
