It is not the government at all that is a lame excuse for the inability of a local authority to run it's own operations efficiently. If you think about it. A council run operation should be efficient. It has the infra structure in place and all the systems to operate wages and so on already exist. So how is it that an external company can come in and do it cheaper and yet make a huge profit? Part of it is the archaic and costly way government and state institutions operate. Unable to sack useless staff, bogged down with rules and regulations and unions that have cosy town hall relationships. Private contractors are supposed to meet the same rigours as council employers but it's all on paper. In reality, they are exactly the same as any private employer in mainstream business. What is baffling is just how much profit companies like Serco, Enterprise, Mouchel and the like make. If the council could make such a profit and have a first class service in house that would really be good news. But they can't so the easy solution is to cop out and blame the government. Can they blame the government for signing contracts that leak like sieves? |
