The problem you have relying on Captain Capon's 2002 report is that it considered a very different situation to that which is proposed by Hither Green Developments. Back in 2002/3 there were many more boats moored in the river extending further across the channel than in the proposed scheme. If you look at the December 2003 Google Earth image (I regret that my IT skills are not up to posting a copy of it here) you can see the boats were moored up to 4 deep and this was the situation that BW and Capon were concerned about. Surely it was correct for the Inspector to disregard Capon's 2002 report, which did not consider the proposed scheme, in favour of his later report which did. You also seem to overlook the PLA's views. The PLA Harbourmaster's department is one of the most experienced organisations in the country when it comes to matters relating to navigational risk. Their advice to the Inspector that the proposed moorings would not present an unacceptable risk must have, rightly, carried great weight with her when she made her decision. |
