Usually the stopcock is just inside a property boundary and a second one somewhere inside the house on the ground floor. Often long forgotten or is a very inaccessible place. If TW insist then it may be that they will then shift the responsibility onus so it's worth checking first. If it's outside and shared and has always been so then some of the rules Thames water apply generally - do not apply. Shared waste pipes conjoined and running under terraced houses with just one outlet remain TW responsibility. But the maps TW have are vague and poor as many Terraced housed were batch built and landlord owned when new and not fully overseen. So a lot of variations. |
