It's quite simple really.
Organisation. Something that the British were once masters of.  Not so now.

We have a food and standards agency.  They could easily have a edict for type approval of ALL plastic packaging. In the same way that food safety is enforced.

Same infrastructure, same lines of communication. same distribution and source.

That can be the starting point and cascade throughout all retail packaging.

Wont happen.
