Jim, I'm sure you know the pedestrian gates at HG aren't locked, nor does the main vehicle gate in your photo only activate in response to a fob, anyone can drive through that gate (but can't drive into the car parks). Chapel Lane, which goes through Holland Gardens, is a public footpath, hence why the gates can't be locked. PS - the gates are now painted grey, which looks much nicer than the black !.
