It could be better but charging residents for the service which is one of the fundamental services a local authority does is going to be detrimental and will ostracise the goodwill that has made recycling work. It has not worked in Ealing where garden waste is now dumped in other peoples gardens and in alleys. We have come a long way since everything went in one dustbin, but recent changes seem retrograde and confusing. We (residents) now sort everything, and very little goes into a black bag now. Not enough to justify a wheelybin. But what does remain is the waste that does have the potential to degrade and attract vermin, infection and contamination. Unless wheelybins are hosed out and disinfected weekly, they are huge health hazards. One only has to walk past places where they are in use and the smell taints everywhere in the vicinity. Many homes simply have no facility to do this, and many would not bother even if they did have a washing out facility. Who is going to police this? Who will be affected by the slovenliness of others.? Who will be responsible if there is a breakout of infection from health hazards. At least with the black bag it is there for 12 hours tops. With wheelie bins the smell and clutter is there 24/7. All these hikes in existing charges and proposed new charges are simply a way of increasing Council Tax. So why not leave things be, ensure it works properly - which if like other things locally were overseen rigidly, it would. Just increase the council tax in moderation and be done with it. |
