I don't want to turn a molehill into a mountain I just wanted to alert the public to the futility of reporting incidents to the police.  Believe me I am not an idiot nor do I consider myself unreasonable but,I thought the police were public servants and I don't really understand their reluctance to even attempt to get to the bottom of this.  If I am totally wrong about this person then I am very sorry but, these are not the actions of some drunk strolling by feeling the urge to cause a bit of damage these are the actions of, I believe, someone living in these flats and with the perception that commuters or non-residents may be parking in the car park therefore the only cars targeted are those not instantly recognised as "belonging" there.  If the police are not interested then I guess it's open season for vandalism in our car park.
