Isn't that PFI (Private Finance Initiative)?  There was an interesting programme about PFI (amongst other things) on Channel 4 on Monday - Despatches: How They Squander Our Billions - 'They' being our Government.  It seems we will be paying huge rates of interest for many years on PFI projects & then will never own the buildings!

As for building on parks (or knocking down historic buildings for that matter), personally I am against it.  Logic dictates that when it's gone, it's gone.  There may be a short term gain, but as an asset it can never be replaced or reused.
