| It was a railway goods years before it was built upon and was not accessible at the time. The place was designed and approved just before the 1977 Queens Jubilee the legacy of which was a decree to open access the length of the Thames on both sides for all. Much has happened to permit that but it was not made binding to this location when it could have been. But it does apply to post 1977 developments |
