Renting out a space within the development to a non-resident would be in breach of the lease I'm sure, and should be dealt with by the managing agents if reported.
Saying that, based on my dealings with the SBHA who managed the social housing block which forms part of Holland Gardens, I wouldn't hold my breath.

Personally though, Council tenant or otherwise, if access to a car was an essential for me there's no way I'd buy or rent a property without knowing whether I had a right to park within a development and/or whether I had the right to apply for a permit to park on surrounding streeets etc.

I know that in HG some residents who don't have cars used to rent out their spaces to other HG residents as second spaces, and the going rate seemed to typically be £100 a month (admittedly afew years back).
