I believe that was Councillor Dr. Genevieve Hibbs, who was very ill at the time. It is accepted practice for councillors from all parties to make allowances for other councillors who are enduring serious illness. Labour and Conservative councillors, like Genevieve, have been the beneficiaries of this basically decent policy in the past. Prior to her illness Genevieve consistently enjoyed either the highest, or almost the highest, attendance rate of all the borough's councillors during her eight-year term of office. All in all Guy she is a very bad example to choose for the point you are trying to make. |
