There used to be more DEFRA help in that there were grants that Councils could apply for and if lucky win which would cover employing someone visiting residents to find out what problems/questions they had about recycling.  But I don't think there are anything like as many people available to do this or at home as there used to be. 

I agree that they would notice which homes they hate collecting from.  We in the street also notice which bins stink particularly in the summer and which aren't using a food waste bin.  I used to print something for new neighbours and this is something that all landlords and renting companies should ideally do as they should know where to get the info from which the renters may not know. It helps to start early before you get too irritated and it blights your relationship!

The West London Waste Authority (our waste authority serving six west London boroughs) used to offer to send someone knowledgeable about what is happening locally to visit groups of people to tell them about the facilities available.  Maybe they still do.
