If you see problems with litter bins, flytipping, graffiti report them on the Hounslow Highways website. They will almost always deal with the problem, most often the same day in my experience. Some of the issues are more systemic in which case by all means involve councillors. Uneven pavements etc can be reported there too, or you can report to your ward councillor who will have a look and report  it for you. Same applies to front gardens in a mess: of course what amounts to an unacceptable mess is subjective but we regularly get overhanging vegetation, garden rubbish dumps etc cleared. This applies - via different mechanisms - to private as well as council-owned properties.
