There is a power available to a Council under Section 215 of the Town and Country Planning Act which allows a Council to serve notice on owners of land or buildings that is considered to be having a harmful effect on the surrounding area, requiring them to take steps to remedy the harm.

There's untidy land and there's untidy land though, afew weeds doesn't justify such action, but in my experience in the cases of genuinely untidy land the owners were often suffering with mental health issues which only served to make a delicate situation even more challenging.

But I always found it to be a fairly useful tool and if needs be a Council can undertake the remedial action themselves and invoice the owner subsequently - something which we one did down in Isleworth and for weeks afterwards I had the owner threatening to sue me/LBH for thousands of pounds because he claimed we'd removed some prototype model of an oil rig or such like that was worth £50,000, because of course if you've got something worth £50,000 you leave it dumped in a garden surrounding by junk...

RBKC used the same legislation on the stripey house saga, a move which I remain wholly opposed to as Section 215 is meant to target untidy land, not to be directed at someone who paints their house in a rather wacky manner.
