OK but on virtually every output measure the UK education system is better than Norway, Sweden or Denmark, despite us spending relatively less on it (and having markedly lower teacher:pupil ratios) Finland is clearly better. You're right, I think, about demographic factors and it's also noticeable that until recently Finnish teachers were paid substantially better than UK or other Scandy teachers, though that gap seems to have closed. For the avoidance of doubt my comment about Ruth Cadbury was a reflection of what I hope rather than any inside knowledge about what she thinks!
