I haven't read everything in this thread, but I suggest you contact Ruth Cadbury and local councillors.  They will have local knowledge.  But just to "warn" you, there will be an amount of Health & Safety issues to deal with, it s not as easy as your lovely offer/idea would like.  Good luck.
