I suggest: 1.enquiries be made amongst any local cafe or restaurant which is currently quiet or closed at lunch times. They have the skills,facilities and insurance etc 2. A lunch group be formed of people able and willing to guarantee to pay and more for a weekly soup+ lunch at the identified venue. 3. This would provide the cash for another group unable to pay for such a lunch to be provided with one at the same venue. 4. It would need a very discrete organiser to manage it.
