| "the Council was sitting on a big pot of development money (S106 ?) that was designated for air quality" That would be interesting but it would depend on which planning applicant handed over the money as an S106 condition and what date the planning application was approved because S106 monies have to be spent within a given timeframe or it has to be handed back to the applicant. Hounslow has been notoriously famous for forgetting to spend S106 money because inept Cllrs haven't allocated any projects to spend it on. |
