Blocking pavements, working across pavements and leaving a mess behind for pedestrians is a common sight next to developments. This shows the workers have gone home leaving this membrane loose; blowing along the pavement ready to tangle itself in somebody's foot or through the wheel of a motorbike or cycle in the dark.
