It is true that Hounslow Highways are disinterested because they don't have the necessary powers. If they are reported to me (or other councillors) we will follow it up, but there is a burden of evidence beyond 'I saw them doing it'. It will not stand up in court. We do fine fly tippers, generally £300 when we have sufficient evidence and we introduce a service a couple of years ago called the Special Waste Service which is dedicated specifically on this scourge. We have had transformative effect on some of the worse streets in Hounslow but it is labour intensive and does not (quite) pay for itself in fines. I will deploy them in places where there is a serious recurring problem on adopted streets. |
