| Which road, Joan? Hounslow Highways does a wonderful clearing service but part of my job is trying to stop dumping at source. There are hefty fines, and they work when we have a campaign but we currently have only 2 (soon 3) doing this for the whole borough. A campaign involves identifying the culprit, educating them (sometimes they have dodgy landlords saying that is the correct approach), warning them, and if they don't respond the fine is £300, soon to rise I think. That focuses the mind and this approach has been very effective, but needs a dedicated and determined team. |
