But if you look at Grant Shapps' guidance - and that's all it seems to be - he doesn't talk about LTNs. They are not mentioned. There is no suggestion that quiet residential roads should be bollarded off. LTNs are not mandatory. He does talk about promoting active travel and suggests ways in which this can be done but as I understand it there is no legislation telling local authorities to close off residential streets. Where you do find lots of talk about LTNs is on the websites of special interest groups such as the London Cycling Campaign and also on local authority websites. As I suggested earlier I think local authorities are using government guidance as an excuse to pursue their own agendas. Obviously if anyone can direct me to any legislative provision requiring councils to close off streets then I'm happy to be corrected. |
