Guy, this not a Government directive. This is a scheme local authorities can either implement or not. Its quite clear along with other boroughs you guys went tearing off to grab the money and to hell with residents and what they think. In fact below is the letter from the Department for Transport sent to councils. It makes clear to get more money in future you should have a swift and meaningful plan, which in the case of Enfield road would seem to have been cobbled together in five minutes.
