Mike - these wouldn't have been the 'usual staring into a hole council workers' they'd have been contractors, Hounslow Highways - the service is contracted out! By all means have a moan we all do it - one of mine being the very fact that Hounslow is contracting so much out in the first bloody place! If you have your own staff - with decent terms and conditions of employment you are more likely  -  in my view - to have people who actually care about what they're doing and who will give a far and away better service.
