They are black because the PFI contract says black. This is because the columns are powder coated in the factory and should not need repainting for the duration of the pfi contract. However, in other places where this has been going on for a while the paint finish gets weathered, damaged and looks pretty tatty after 6 -8 years, but there's no funding incorporated to repaint or even wash down so your stuck with a tatty lamp post for 25 years. The LED technology is very new and there is a feeling within the industry that the PFI in Hounslow has jumped the gun a bit. There are unresolved issues with trees and the limitations of the new LED lantern units , light spread, output and harsh shadows, all of which had been overcome by previous street lighting technology. In some side streets the new LEDs are a retrograde step with areas being plunged into hard shadow and thus seeming very, very dark. Far from safe and far inferior from even the old orange sodium lighting which did not cast hard shadows. The only true advantage is running cost which is comparable to the old orange low pressure sodium lighting that was also very cheap to run but very effective at low contrast light spread ( low shadow contrast). Later lighting has consumed more electricity but the need to have brighter safer streets and lighting that can allow colours to be identified, has been the key overriding factor. But has anyone else noticed how many of the new columns are not even properly vertical? In Ealing road and up to South Ealing road, 7 of the new columns are out of true. One in particular, near the New Inn is almost 10 degrees off vertical. Either the quality of the columns is poor and they are bowed or the workmanship is poor. The contractors and the council dept have been contacted but never respond and clearly do not give a hoot. One wonders just who is overseeing how the works quality is , and just how genuine the value for money is or are we getting fobbed off with seconds? |
