There is a poor record safetywise in NYC and a few other US cities.
But that's the difference with the FAA and the CAA and how we have made our luck.

However Helicopters are free to fly above the NYC skyline as there is a no fly zone for airliners and since 9-11 light aircraft. Also the East river is vast and theres are huge areas of water around the metropolis.
London does not have that luxury.

Don't forget that it is not just Heathrow approaches that Helicopters have to avoid. London City and Northolt also have separate approaches. and light planes are permitted at lower altitudes on approach.

It's an issue which has had discussion on the aviation circulars so not just a kneejerk reaction
