Manhattan is not under a flightpath approach as are most major city approaches. Thus the risk of air accidents over metropolis cities with a lot of high elevation structures is far lower than in London. This is because they have move the airports and their approaches away. It's nearly 40 years since Schiphol,CDG and Changi were opened. Aircraft such as helicopters can therefore ascend to higher altitude to avoid compression into a small quadrant leaving almost no room for error. The risk from airliners is low  but in the case of helicopters in urban areas it is the rapid changes to London's skyline along the navigable aviation routes that is a problem and a risk now borne out. Helicopters now have a problem with space in which to manouvre. They can't go up to avoid as it encroaches the approach flight paths and with high buildings and structures left and right back and forward are restrictive. So I think it nothing more than common sense and prudent to not allow ultra high rise structures on aircraft approaches. Which until recently has been the case.
