I don't see anything posted that argues about expansion of Heathrow. There are two types of aircraft using the airspace. One type requires visual navigation and has to fit into a very busy flightpath. The rules and methods of navigation do not allow for the sudden plethora of high rise buildings sprouting up along the river and A4/M$ corridor. As Mr Brandt mentions, due to the approaches to Heathrow also following the river, Helicopters are restricted by altitude but some buildings are now causing concern being so near to the navigable airspace. The point is other cities with high rise buildings do not allow high developments near or under aircraft approaches within a considerable diameter of an airport.  Something that we had generally conformed by common sense concensus rather than statute -  hence the CAA flightpaths but all this seems to be getting ignored in the scurry to build upwards. I don't think that's really an argument about Heathrow expansion, it's already there. It's about building upwards under and along flight paths of descending aircraft.
