There are 2 reasons why they wouldn't collect them..
1. You're putting them out on the wrong week
2. You're mixing non-recyclable plastics in with the other plastics. The plastic things you're recycling need to have the recycling logo on them somewhere.

Also ring up the council and report it as a non-collection, that way if they're missing it for some other reason then hopefully they'll get it next time!
