Ironically Vanessa that's one of the few parts of the White Paper I have no issue with. We're in the 21st century and over 90% of applications are submitted in electronic format. Without access to a computer (be it at home or in a Council-run library) residents can't view applications anyway - and in this day and age it's unreasonable to expect applicants or Councils to spend time or money making applications available in paper format. Notices on lampposts and in newspapers is an outdated and antiquated way of notifying people, not particularly environmentally friendly and prone to abuse - either by an applicant removing the site notice prematurely, or (and it does happen) a mischievous resident removing a site notice and then claiming the Council hasn't fulfilled its statutory notification requirements. If people are unwilling to learn basic computer skills, then to me that's their choice and like with any choice it has consequences - both good and bad. |
