It took me months to organise a Blue Badge for my FIL.  He was in his mid nineties, unable to walk very far at all AND registered blind!  Each time they seemed to find something they didn't like.  We had difficulty with providing bills because he paid everything by DD.  He did not have a current passport or a driving licence...  We ended up getting a new passport just to use as ID.  I'd be interested to know how many people have had to do the same.  Just going out let alone to get photos was a nightmare.  When we tried one taken at home they turned that down.  There was no option online at the time.
