Yes, in the initial stages Recycling360 is over budget, but how does budget compare with what we were paying Suez before - I actually don't yet know the answer to that and, I'll venture, nor do you. Lampton 360 is not a private developer, but a wholly-owned subsidiary of the council. Some housing developed by Lampton will no doubt be sold commercially - the same model as is used by Housing Associations, and the only practical way for Local Authorities to generate funds to build new council homes under the current and recent regimes which seek to eliminate social housing. S106 and CIL cannot be used for building houses, only for improvements in Infrastructure |
