I don't have numbers for the parks etc contract as yet but I know with the libraries we made an immediate saving of £1.5M pa from the profit margin and will save another £1M+ on ICT and facilities management once change is implemented. These outsourcing contracts were themselves down to an ideological belief from the previous coalition that the private sector is more efficient than the public sector. Outsourcing has its place - I ran an ICT outsourcing business in the past and I believe we were able to make savings for clients as well as improving service. But ICT is a very different business to managing parks, and in any case it was difficult to compete with in-house solutions once one outsourcing term had completed. |
