Wow! I did not know that but it makes sense now that I think about where I've seen the bags ie. near flats above shops. However, people do seem to leave the bags out regardless of whether it is collection day or not, so I imagine that fly-tippers would be encouraged to add to the pile. I agree it looks unsightly and leaves a poor impression of the area.
