There is a link on the council website for reporting fly tipping - look under F in the A-Z along the top.  I've used it three times recently and each time the junk has been removed pretty quickly.  No communication from the council, or Hounslow Highways, both of whom are known for their very weak communication skills - but the stuff does get taken away.  I am about to send them a fourth email about stuff left in my local fly tipping spot.  We need to badger the council for cameras to deter fly tippers.
