| There are engineers in Hounslow Highways (and in the LBH transport team) who are responsible for this. In addition there are 'lay advisors' who volunteer to inspect Hounslow Highways' developments. I was a lay assessor before I was a councillor. There is one who lives about 100M away from the former Pottery Arms. I am too polite to mention his name but he is seen on this site often.
