| The difference is unlike many other London boroughs, the Royal Borough of Kensington and Chelsea (RBKC) does not use controlled parking zones for its residents thus the whole of their borough is one zone and unlike Hounslow who sell more permits than the spaces available they do not use parking as a cash cow |
