Council tax is levied to cover some of the cost ( a lot less than the whole cost) of providing services for residents.
If there are more residents (and this about 4000 more is just rumour as far as I know) there will be more services needed. The main cost is for social services for both adults and children which need this service, especially the young, old, infirm who live in any area and any sort of property.
The council will also lose it's share of the National Non-Domestic Rates paid by commercial properties. I don't know how much they pay, but the council normally gets 30% of it with the rest going to a mix of central government and the GLA https://www.hounslow.gov.uk/info/20070/business/1201/business_rates
The valuation of GSK House (there are other bits) is currently £11,060,000 and they will be liable for 51.2p in the pound ie £5.66M of which the council would receive about £1.7M. If there are 2000 residences (I'm assuming 2 people per property though it is probably less properties) valued at the middle value of band D that would produce just over £3M if everybody pays at full rate - I know a lot get reduction for a variety of reasons, mainly to do with income.
Council tax is a mad tax, where you pay more if you live in a terraced house in Middlesborough than if you lived in a £50M mansion in Westminster (or even Buckingham Palace!)
