Utilities are private companies and have rights with some restrictions to dig up roads https://researchbriefings.files.parliament.uk/documents/CBP-8500/CBP-8500.pdf Hounslow Highways are responsible for monitoring what the utilities do and will restrict their activities and demand reinstatement where necessary.
