| Weren't the zones originally established to serve the areas around particular primary schools ? And a pecking order for the priority of which zones to do first was established . So, south of the A4 might have been done to protect St. Pauls CE School, but the roads north of the M4 are still to be done in another area ? Perhaps ? |
