I agree too, Sarah; many of us have been saying just that for many years. The figure in my head [but can’t find the exact figure now] is that the PLA riverworks licence has been costing Hounslow some £7,000 per annum ever since they took it over. If from the start they had been accepting boats that wished to moor there, and charged them a modest mooring fee and [where applicable] Council Tax, they could have been earning a small profit with enough left over after paying the PLA to cover incremental improvements to the decaying facilities there. Over the past say 20 years, the PLA licence will have cost them £140,000. A score of boats paying only £250/month plus Council Tax during that time, would have been bringing in more than ten times the outlay. That extra £60 odd grand a year could have funded useful improvements to everybody’s benefit. Appointing one or two permanent boat dwellers on site to act as management for reduced fees, could have dealt with control over the moorings with nil outlay. |
