They tell me one thing on the phone and then make a statement that they did not deem at the time ( of the proposals) that the additional buildings would require upgrades to water supply and sewerage.

Water pressure has dropped from being very good to not too good over the last 4-5 years.

In other words they sat back and did nothing.
