I usually report such problems on the FixMyStreet site:

I reported the regular tipping of rubbish outside the shops in Twickenham Road/Linkfield Road. The Council pasted warning notices on the bags before removing them.

There is also a problem of tipping on the grassed area between Fearney Meade Way and Mill Plat opposite the shops. I believe this is "maintained" by Notting Hill Housing.
